Add steak to a bowl and marinate with 2 tablespoons soy sauce, 0.5 teaspoon baking soda, 1 teaspoon white pepper, and 1 tablespoon sesame oil. Mix well and let sit for 10 minutes.
In a separate bowl, combine 0.5 cup soy sauce, 1 tablespoon honey, 1 tablespoon sesame oil, 1 teaspoon white pepper, 1 teaspoon ginger, 1 teaspoon garlic powder, 2 tablespoons black bean sauce, and 1 tablespoon brown sugar. Mix to make the sauce.
Heat olive oil in a wok over high heat.
Add marinated steak to the hot wok and stir-fry until about 50% cooked.
Add broccoli florets and continue to stir-fry for 2-3 minutes.
Pour in the prepared sauce and mix well.
Add ramen noodles (discard seasoning packets) and pour in enough beef broth to submerge the noodles (about 1.5 cups).
Cover with a lid and steam until noodles are cooked and most of the liquid is absorbed.
